“On December 16, 2019, the Foundation for Support of Democratic Initiatives in cooperation with the National Conservative Movement held a roundtable discussion on “Implementation of the land market in Ukraine. Draft Law No. 2178-10”

“Foundation for Support of Democratic Initiatives” together with the “National Conservative Movement”held a roundtable discussion on December 16, 2019 on the topic “Implementation of the land market in Ukraine. Draft Law No. 2178-10”.

The event was held at the National Union of Journalists of Ukraine.

The participants discussed the experience of developed countries in regulating land relations and the shortcomings in the land market legislation proposed by the authorities, as well as what kind of law Ukraine needs on land turnover.

The participants stated that they support the need for land reform and consider the adoption of the draft law No. 2178-10 “On Amendments to Certain Legislative Acts of Ukraine on the Turnover of Agricultural Land” to be hasty and violative of the constitutional rights of citizens and a threat to Ukraine’s national security.

The event’s resolution was adopted, in which it was proposed to withdraw from consideration the draft law No. 2178-10 “On Amendments to Certain Legislative Acts of Ukraine on the Turnover of Agricultural Land” adopted in the first reading and to create a commission of representatives of the government, business, the expert community and public organizations to develop a new draft law that would provide for a systematic solution to the entire range of problems of the land system of Ukraine and the introduction of a civilized land market.

The state should ensure a fair distribution of available land resources among Ukrainian citizens in accordance with the Constitution of Ukraine, for which purpose an open cadastre of agricultural land plots should be created and simple conditions should be provided for the exercise by Ukrainian citizens of their constitutional rights to obtain the relevant plots.

The basis of Ukraine’s land system should be private family farming. Only those who live in rural areas and work on their land will truly care about preserving the land and the village.

The participants of the roundtable are ready to join the development of the relevant draft laws and help all stakeholders to make this process quick and efficient.
