About the project

#Return is an information and research portal for Ukrainians living abroad, created in 2023 by the NGO “Foundation for Promotion of Democracy” with the support of the Hanns Seidel Foundation in Ukraine. The project has a dual function: it acts as a daily information resource for Ukrainian communities abroad and at the same time conducts systematic research on the factors of return and reintegration of citizens.

The portal publishes news that directly affects Ukrainians in different European countries: changes in the status of temporary protection, social programs, rules of stay, employment, children’s education, and transportation. Separate sections are devoted to analytics, return tips, stories of repatriates, grants and opportunities, and refuting disinformation in the “DeFacto” section. The project also implements motivational campaigns and an online training module.

The project’s research focus is on a scientifically based analysis of migration processes. In 2023-2024, the InfoLight.UA research and analysis group, together with the Center for Security and Development and the Center for National Renaissance, conducted a comprehensive study, interviewing more than 800 respondents and analyzing hundreds of Ukrainian communities abroad. The study identified distinct groups of potential repatriates – in particular, the most promising is the group of highly qualified professionals aged 35-45 who maintain close ties to Ukraine. Key factors for return include reforming the mobilization system, fighting corruption, developing the defense sector, transparent public administration mechanisms, and creating conditions for professional development.

The results of the study became the basis for the development of specific recommendations for the authorities, volunteer organizations, and international foundations. According to the researchers, a comprehensive return program could stimulate the repatriation of 2-2.5 million Ukrainians in the medium term.

Why this project is important

In 2023-2024, more than 800 respondents were interviewed and hundreds of Ukrainian communities abroad were analyzed. The study identified the key factors driving return and identified the most promising groups of potential repatriates.

News for Ukrainians in different European countries, changes in the status of temporary protection, tips on returning, stories of repatriates, grants and opportunities, refutation of disinformation in the “DeFacto” section, analytics and motivational videos.

The researchers determined that a comprehensive return program – from reforms to housing – could stimulate the repatriation of 2-2.5 million Ukrainians. The results became the basis for recommendations to the authorities and international organizations.

The #Return is implemented by the NGO “Democracy Support Foundation” with the support of the Hanns Seidel Foundation in Ukraine. The research part was carried out jointly with the Center for Security and Development and the Center for National Revival.
