Ukrainian Security Club

An analytical and expert platform established in 2024 to develop systemic solutions in the field of security and defense. The UBC brings together military personnel, veterans, academics, analysts, government officials, and business representatives around key security challenges, from mobilization reform to the concept of defense democracy.

About the project

The Ukrainian Security Club is an analytical and expert platform established in 2024 to discuss the most pressing security challenges for Ukraine and develop practical solutions at the state and societal levels.

The Club brings together representatives of the Security and Defense Forces, government and local authorities, think tanks, academics, public figures and entrepreneurs. The common goal is to coordinate efforts to ensure Ukraine’s stable development, achieve sustainable peace, overcome internal contradictions and promote social cohesion.

In May 2025, the UBC held its first offsite meeting in Ternopil, where it presented the concept of defense democracy – a model of state that combines efficiency and self-sufficiency with respect for democratic procedures. The discussion was attended by military personnel, veterans, academics, volunteers and experts.

In August 2025, the UWC, together with the NGO “Endowment for Democracy,” organized a panel discussion “Ukraine – Europe – the United States. Security and Building Ukraine’s Long-Term Resilience”. On December 5, 2025, at the We [STAND] 2025 Forum, the Club presented the concept of defensive democracy and a rotational model of military service as a response to the mobilization crisis.

Why this project is important

An analytical and expert platform that brings together military personnel, veterans, scientists, government officials, business and the public to develop systemic security solutions.

This is a model of a state that combines democratic procedures with a realistic approach to security challenges – the evolution of a democracy that has learned to defend itself without turning into its opposite.

In particular, a rotational model of military service with clear terms of 12-18 months, fair burden sharing, and predictable rotations to reduce exhaustion.

For example, the Club holds offsite meetings and panel discussions throughout Ukraine – in Ternopil, Lviv, Odesa, and other cities – with the involvement of local experts and community representatives.

The project is implemented by the NGO “Foundation for Promotion of Democracy” with the support of the Hanns Seidel Foundation in Ukraine (Germany), as well as the support of regional businesses and citizens
